The Provincial government of Eastern Samar and the local governments of Borongan City and Dolores signed a memorandum of understanding with Oxfam Pilipinas for a landmark partnership toward a just energy transition today, March 17, 2026, at the PGO New Conference Room.
The partnership aims to make energy decisions more inclusive by putting women as well as disadvantaged and climate-vulnerable communities, at the center.
This emphasize a transition to cleaner energy that also prioritizes social justice and better opportunities for the people of the province.
The move ensures that there is dedicated funding and legal support for green projects and that clean energy becomes a part of the province’s growth, and aims to establish the province as one of the national models for other provinces.
Present at the signing were Gov. RV Evardone; Oxfam Pilipinas headed by Executive Director Maria Rosario “Lot” Felizco; Borongan City Mayor Jose Ivan Dayan Agda, represented by City Councilor Kathlyn Cainday; Dolores Mayor Zaldy Carpeso; Board Member Pearl Evardone, Sangguniang Panlalawigan chair of the Committee on Energy; and Provincial Planning and Development Officer Joselito Abrugar, represented by Roberto Sagales.
