DILG Central Office’s Office of Project Development Services, led by Assistant Director Engr. Rene Valera, joined by DILG Eastern Samar headed by Provincial Director Engr. Jesus Jeremy Bagares, conducted an interview with Gov. RV Evardone on April 13, 2026 to assess Eastern Samar’s progress in anti-insurgency efforts, highlighting the pivotal roles of the Serbisyo Caravan and the Local Government Support Fund in fostering lasting peace.
As ELCAC chair, Gov. Evardone underscored how increasing government visibility in remote areas through the Serbisyo Caravan has been key to building trust and maintaining peace.
He also credited the collaborative efforts of the Philippine Army for their continued success.
The governor expressed his strong support for the Local Government Support Fund-Support to the Barangay Development Program (LGSF-SBDP), a national initiative funding development projects in 808 insurgency-cleared barangays under NTF-ELCAC.
He noted that this initiative is vital for delivering essential infrastructure and services to conflict-affected areas, effectively addressing the root causes of unrest and fostering long-term stability across Eastern Samar.
