Eastern Samar STI Council holds 2026 first quarter meeting on innovation priorities

The Eastern Samar Provincial Science, Technology, and Innovation (STI) Council outlined key development priorities during its 2026 First Quarter Meeting held at the PGO conference hall, focusing on renewable energy, public access to technology, and community-based programs.
Chaired by Gov. RV Evardone, the council approved seven resolutions, and heard updates from partner agencies and institutions.
The following are the approved council resolutions:
*Research on renewable energy potentials in Eastern Samar.
*Establishment of STI Kiosk featuring programs and services of PENRO in collaboration with ESSU, under the coordination of the Provincial STI Council.
*PHO to conduct relevant training on HIV testing for DepEd Nurses and other competent authorities of DepEd Schools Division.
*Sponsor a house bill mandating the establishment of Provincial STI Councils.
*Construction of CSC Field Office Building.
*School attendance of child beneficiaries (4PS).
*Establishing project SHEEN: School’s Hub for Excellence in Education and Nurturing Innovation at the new SDO in Brgy. Nena San Julian.
A major highlight was the presentation by Eastern Samar State University (ESSU) on its Renewable Energy Systems Program, aimed at assessing the province’s potential in solar, wind, hydropower, biomass, and ocean thermal energy.
The two-year eight-phase program includes research, pilot testing, and community-level implementation. ESSU also identified funding needs, implementation challenges, and proposed mitigation strategies.
Stakeholders called for fast-tracking the initiative, with Dr. Vicente Agda urging micro-level pilot projects such as community solar energy demonstrations to promote feasibility and public awareness.
Gov. Evardone supported the approach, noting that small-scale initiatives can already benefit communities and encourage wider participation.
The council also tackled the establishment of STI kiosks to improve public access to government programs and services related to science and technology. The initiative is expected to enhance community-level engagement and awareness.
Health-related programs included proposed HIV testing capacity-building for nurses and health personnel in coordination with the Department of Education.
Rising HIV cases were also highlighted, with an estimated 400 cases in the province and 203 diagnosed as of December 2025. Of these, 162 are enrolled in treatment, 118 are on antiretroviral therapy, and 59 have achieved viral suppression.
Gov. Evardone emphasized strengthening grassroots awareness and education to address stigma and improve HIV/AIDS prevention through community-based approaches.
Infrastructure and institutional development were also part of the agenda, including proposals for the construction of a Civil Service Commission field office and initiatives supporting social protection programs such as the Pantawid Pamilyang Pilipino Program (4Ps).
The council also discussed the establishment of Project SHEEN: Schools Hub for Excellence in Education and Nurturing Innovation at the new Schools Division Office in Brgy. Nena, San Julian, aimed at strengthening educational support and fostering innovation in learning environments.
The Department of Science and Technology presented updates on ongoing funded projects, notably the development of a water testing facility and complementary food production initiatives aimed at addressing nutrition concerns in vulnerable communities.
In addition, ESSU presented its Research, Innovation, and Extension Agenda for 2026-2031, aligning academic research priorities with the province’s broader STI development framework.
A total of 25 out of 41 council members were present, constituting a quorum. Board Member Timmy Campomanes represented Vice Gov. Maricar Sison-Goteesan, who commended the collective efforts of the council and underscored the importance of the meeting in addressing key provincial priorities. (TAC-GBP)
