The Enhanced Comprehensive Local Integration Program (E-CLIP) committee in Eastern Samar convened a meeting to address delays in assistance processing and strengthen validation of beneficiary records on May 28, 2026 at the PGO conference room.
During the meeting, representatives from the Department of the Interior and Local Government (DILG) and Provincial Social Welfare and Development Office (PSWDO) reported concerns over delays in the processing and release of assistance to returnees.
The delays were attributed to documentation and validation issues affecting beneficiary records.
To address these concerns, committee members agreed to streamline documentary requirements and enhance inter-agency coordination to accelerate the processing of assistance while ensuring the accuracy of records.
The committee also discussed programs aimed at supporting the welfare and reintegration of returnees, particularly the youth sector. Lieutenant Colonel Sandy Sereño PA, Commanding Officer of the 52nd Infantry Battalion under the 8th Infantry Division, said some young returnees have expressed interest in returning to school but remain hindered by financial difficulties.
In response, Provincial Youth Development Officer Jover Becina said he would elevate the matter to provincial officials to explore possible scholarship opportunities for qualified youth returnees.
Meanwhile, PSWDO representatives provided updates on the province’s halfway house for returnees, which serves as temporary shelter and support facility. Established in 2019, the facility is currently undergoing repairs following structural damages.
The committee also highlighted the annual allocation of Php 500,000 intended to support the needs and activities of returnees under the program.
As part of efforts to strengthen local implementation of E-CLIP, a benchmarking activity in Northern Samar is scheduled on June 17–18 to gather best practices and improve reintegration initiatives in Eastern Samar
Present during the meeting were personnel from the Provincial Drug Abuse Council, Provincial Youth Development Office, Philippine Army, Provincial Social Welfare and Development Office, and the Department of the Interior and Local Government. (TAC-JDM)
