At first light in Barangay Hebacong, Borongan City, the soft opening of the Hebacong Sea of Clouds offered a breathtaking start, as guests gathered at 5 a.m. to witness the rolling clouds from the newly built view deck before the formal program.
Mayor Jose Ivan Dayan Agda led the ribbon-cutting and emphasized the deeper purpose of the site.
According to Mayor Agda, this tourist destination isn’t just made to be visited but to educate Boronganons the value of nature and the forest specifically.
Gov. RV Evardone lauded the initiative, calling it “a step in the right direction, one step at a time.”
He highlighted sustainable tourism efforts, including promoting local resources like “orang,” a freshwater crayfish found in Hebacong, to support community livelihood.
“The provincial government will always be behind the city no matter what, to help because Borongan City is the capital city of Eastern Samar, Gov. Evardone said.
Mayor Agda also credited Teodoro V. Pomida for the well designed view deck. Funded by the Tourism Infrastructure and Enterprise Zone Authority, the project marks a significant step toward eco-tourism development in Eastern Samar.
The Hebacong Sea of Clouds will be open to the public starting May 1, 2026, 4 a.m. to 10 a.m., closed from 11 a.m. to 1 p.m., and will be open again at 2 p.m. to 5 p.m. (RCS-ARV)
