The Provincial Disaster Risk Reduction and
Management Council (PDRRMC) approved Resolution No. 06, Series of 2025, recommending that the entire province be placed under a state of Calamity.
The decision was made due to the severe damage caused by Typhoons Tino and Uwan at a council meeting held today, November 11, 2025, at the PGO Conference Hall.
The resolution states that the magnitude of the damage exceeds the immediate response capabilities of the local government units, thereby necessitating urgent coordination and intervention from the provincial and national governments.
According to the Rapid Damage Assessment and Needs Analysis (RDANA), the typhoons caused extensive destruction.
A total of 47,178 families were affected, with 323 houses destroyed and 2,529 partially damaged.
The financial impact includes an estimated ₱29 million in infrastructure damage, ₱9.2 million to agriculture, ₱6.7 million to fisheries, and ₱730,000 to livestock and poultry.
Gov. RV Evardone stressed the importance of keeping all agencies updated on damage reports and coordinating with the national government, aligning with President Ferdinand Marcos Jr.’s call to declare a state of calamity in hard-hit areas.
The RDNA, which is ongoing, is a mandatory step before submitting a formal request for national assistance to the Office of Civil Defense.
Gov. Evardone thanked all the agencies and volunteers involved in the preparation and response efforts.
He said that due to quick preemptive evacuation and effective information dissemination, the overall damage was minimal, and critically, no casualties were recorded in the province.
He assured the public that once the RDNA is complete, the report will be immediately forwarded to the national government for aid.
He added that the province is ready to use its quick response fund if needed, prioritizing immediate assistance to severely affected families.
